Inbox not updating
OS: Windows XP/Windows 2000 EMail: Outlook 2002 Exchange on Small Business Server 2003 This is a business with some 30 PCs. ) suffer from a curious problem: The various Outlook folders do not update themselves.When users send a message then it gets stuck in the Outbox until they open the Outbox. I can fix the problem by deleting the users' profile folders, thus forcing new ones to be created. It provides additional solutions such as uninstalling the recent updates (KB2837618 or KB2837643), or Changing the root folder path.The new contents such as emails, contacts, calendar items, tasks, notes and others are not updated and not downloaded even though user manually select “update folder” in order to pull the new data.But user can login to OWA (Outlook Web Access) or to continue to access the missing email messages, appointments, contacts, tasks, journal entries, notes, posted items, and documents.
Try one of the following suggestions to fix the issue.
The content and emails in the mailboxes are not refreshed, i.e.
only the old emails are shown, and new emails are not downloaded to Outlook, even though the status bar stated that the folder is updated.

I have tried removing and adding the account back using the instructions for IMAP and SSL. Here is a link to the Official Microsoft forum, where they are discussing the problem and solution.
Microsoft pushed out an update to Outlook 2013 & Office365 on 11/13/2013, that affected many users.
